Bradley Schreiber has over 13 years experience working on Capitol Hill, in the Executive Branch and the private sector. His broad-based experience has helped him develop expertise in domestic and international government relations; homeland security, healthcare, national security, intelligence, immigration, natural disaster planning and criminal law. He also is skilled in strategic planning, development and implementation; operational management; and communications/public affairs.

Prior to founding Homeland Security Solutions, LLC, Mr. Schreiber served as a senior policy advisor for the U.S. Department of Homeland Security. Among his many responsibilities, Mr. Schreiber was an advisor for both domestic and foreign programs. His domestic assignments included the U.S. Southwest Border, Northern Border and maritime borders. His international assignments included Afghanistan, the Caribbean and Central and South America. He also served as a representative on several Departmental and interagency working groups and on international U.S. Government delegations. Mr. Schreiber worked very closely with Members of Congress and congressional staff, White House staff and other domestic and international agencies.

Immediately prior to joining the Department, he spent ten years on Capitol Hill working for several Members of Congress and the House Ways and Means Committee. While there he had the opportunity to write, develop, advocate for numerous bipartisan legislation that ultimately became law. He was directly responsible for working on national security, homeland security (including FEMA), healthcare, judicial, immigration, trade, and foreign affairs issues. In addition, Mr. Schreiber has extensive knowledge of the inner workings of the Federal government, Senate and House floor and committee procedures, messaging and grassroots lobbying.

Mr. Schreiber has also been associated with the U.S. Court of International Trade, the Brooklyn District Attorney’s Office and the National Organization for Rare Disorders.

Mr. Schreiber graduated from New York Law School in 2001 and earned his Bachelor of Arts in 1992 from the University of Hartford. He is a member of the District of Columbia Bar and the State Bar of New Jersey.

Steven Grossman serves as a senior advisor to HSS and is president of HPS Group – a health policy, regulatory affairs and public affairs company. He has more than 30 years experience working on Capitol Hill and in the Executive Branch and the private sector. Mr. Grossman is able to advise clients on bioterrorism, drug development and the vulnerability of medical products.

Prior to forming HPS Group in 2001, Mr. Grossman was senior managing director and director of health policy in Hill and Knowlton’s Washington office. He developed and implemented public affairs, communications and crisis management programs for health care, pharmaceutical and food clients. He also counseled clients on policy, strategy, corporate communications, regulation, and legislation.

In 1985, Mr. Grossman was appointed to serve as a Deputy Assistant Secretary for Health in the U.S. Department of Health and Human Services. During his four-year tenure, he was responsible for the development of health policy, planning, and evaluation for the U.S. Public Health Service. Among his accomplishments, he coordinated the President’s response to his Commission on HIV Infection and AIDS, and served as Acting Chair of the Orphan Product Board.

Previously, Mr. Grossman was Health Staff Director and Majority Counsel to the Senate Committee on Labor and Human Resources, now the Senate HELP Committee. He was one of the chief Senate negotiators on the Orphan Drug Act of 1983 and on the Drug Price Competition and Patent Term Restoration Act of 1984 (Hatch-Waxman). These laws have had significant and lasting impact on the development of new pharmaceutical products. Earlier in his career, while at the Association of American Medical Colleges, he was an analyst and advocate for the nation’s medical schools.

Mr. Grossman received a J.D. from Georgetown University Law Center in 1976 and a BA from Oberlin College in 1973.
